Observer 1 is a RLV (Reusable Launch Vehicle) that is launched into orbit and holds Kitt 2 within.
The name Kitt 2 implies that it is aparrently a second component for the Kitt Peak National Observatory in Tucson, Arizona, in the United States. It will serve as a replacement for the Hubble Space Telescope along with the HST-2.
